EXCHEQUER & AUDIT DEPARTMENT,

July, 1894.

sir,

I have received from the Local Auditor at Hong Kong

a letter dated 25th April lest, forwarding, at the request of the Officer then Administering the Government, a Minute by that officer dated 22nd of the same month (0.8.0.859/94) with reference to Mr Nicolle's letter to me of 20th April, 1894, on the subject of the Assets and Liabilities of the Colony on31st December 1893, and the conversion of the sterling amounts appearing in the advance and deposit accounts of the Crown Agents.

2.

I have read the Minute in question with much interest, and am, to a very great extent, in agreement with the views so ably expressed by Sir George O'Brien, in any case I entirely agree with him in his objection to

including in Financial Statements amounts which do not

represent actual facts.

3.

With reference to Mr Nicolle's letter of

20th April, I concur in his opinion that the amount in the hands of the Crown Agents, appearing as "Deposits in "England at call" in the Statement of Assets and Liabili-

ties on 31st December, 1893, should be converted for the purposes of such statement at 2/4 per Dollar, the rate

The Officer Administering
