I am strongly of opinion that the decline in
the purchasing value of the Dollar, of which there can
be no doubt, forms a reasonable ground for a correspond-
ing increase of pay temporarily. It may also be noted
that the Home Government concede the reasonableness of
this from the Copy of a despatch presented to the
Legislation Council containing the Secretary of States
sanction to an addition to the pay of the members of the
Civil Service here.
