that as the dollar when these salaries were fixed re-

presented a value of 4s. 3d., it would be only just to

give successive increases to the number of those

dollars as their value falls, and I recommend for

favourable consideration the following scale of increases,

namely:-

(a)

When the Treasury rate falls to 3s. 3d.,

25 per cent.

(b) When it falls to 2s. 8d., an increase of

50 per cent;

and I further recommend that as employes of the same

class in private firms have generally been enjoying the

increases above referred to for some months past, tlie

Secretary of State may be pleased to approve of the

temporary additions now submitted being made retros-

pective and to date from 1st April last.
