* The increase under Establishments is partly due to creation of new offices in various depart- ments, over 20,000 dollars being accounted for (partly transferred from Miscellaneous), and by creation of a new Sanitary Department partly due to a general increase of salaries granted from beginning of 1891. These figures in 1883 and 1884 included some new works, in addition to Recurrent Public Works.
§ In this decennial period, 1883-92, the expenditure exceeded the receipts by about 2,500,000 dollars, of which 1,300,000 dollars came from balances accumulated from past years, and 1,200,000 dollars from a loan of penditure was caused by extraordinary Public 200,000l. raised in 1886-87. The excess ex- Works, the chief being new fortifications, cost- ing about 700,000 dollars, and Water and Drainage Works (not yet finished), costing about 1,000,000 dollars up to end of 1892. A further loan of 100,0007. was raised in 1893 to complete the Water and Drainage Works, and to carry out other important works, notably the Praya Reclamation, the Government share of which is estimated at 450,000 dollars.
The above figures are taken from the Colonial blue books, but recast at the Colonial Office as regards some of the sub-heads.
