devoting the value of sites to the construction of the barracks, should be borne by the Colony, and two-thirds by the Imperial Government, being about the proportions in which the cost of the fortifications of Hong Kong had been divided between the Imperial and Colonial Governments.

41. The larger scheme finally fell through, and the barracks still remain to be built. It is now estimated that during the next eight years, a capital expenditure to the amount of about 1,103,589 dollars,* will be required for barrack services. There are some military lands to surrender, though not to the extent contemplated in 1888. The exact sites for surrender have not yet been determined, nor the values ascertained, and the Committee have therefore been unable to obtain an estimate of the probable net charge that will finally remain to be shared by the Home and Colonial Exchequers.

42. The recommendation of the Committee in 1888, that one-third of the balance of cost should be charged to Colonial, and two-thirds to Imperial funds, though accepted by the Secretaries of State for War and for the Colonies, was not concurred in by the Lords Commissioners of Her Majesty's Treasury, and is still under the consideration of the Government. Under these circumstances the Committee do not feel that they are called upon to make any further remarks on this point, as the Government will have before it in this report a statement of the financial condition of the Colony, which, it will be seen, is, as regards its sterling liabilities, not so favourable as it was when the Committee made their recommendation of 1888.
