of Mauritius differed in many important
respects from those in which Hong Kong
has been placed by the visitation of
the plague.
Without anticipating the
decision which Her Majesty's Government
might arrive at in the event of any
such appeal as you refer to being
made, it is necessary for me to guard
against being supposed to acquiesce
in the view that the case of Hong Kong
is recognised by Her Majesty's Govern-
ment as analogous to that of Mauritius

and I desire therefore that you will
give this despatch the same publicity
as was given to your despatch under
reference.
