I have the honour to inform you, for communi-
cation to His Excellency the Governor that since
yesterday the feeling of the populace towards fo-
reigners has not been so openly hostile, The Au-
thorities have bestirred themselves to suppress any
anti-foreign manifestation, and have arrested seve-
ral persons who were distributing placards. They
have, I believe, succeeded in letting agitators
understand that they are in earnest, and I think
that the animosity against foreigners may now die
down without an eruption, unless some untoward 20-
cident occurs to give a pretext for riot.
The Viceroy has informed me that tranquillity
in the city can be assured, but that in outlying
districts further removed from central authority
