Sir:-
I am directed by the Earl of Kimberley to in-
close two despatches from Her Majesty's Charge d'Af-
faires in Japan respecting precautionary measures
in consequence of the Plague au Hongkong and I am
to request that in laying them before the Marquis of
Ripon you will move His Lordship to inform Lord
Kimberley if he sees any objection to the Regulations
which have been issued being approved by the Secre-
tary of State.
It is requested that the two despatches may be
returned at your earliest convenience in order that
they may also be referred to the Admiralty.
