The Diplomatic Representatives of Austria
Germany and Russia at this Court having at the
request of their respective Governments expressed
a wish to be furnished with details as to the
origin, progress &c., of the epidemic of Bubonic
Plague at Hong kong, I am directed by the Earl of
Kimberley to request that you will inform the
Marquis of Ripon that His Lordship would feel obliged
if a Memorandum could be prepared at the Colonial
Office containing particulars of the nature required
for communication to the Representatives of Foreign
Such a paper might later on be supplemented
by another containing fuller and further particulars
