I am directed by the Board of Trade to acknow-
ledge the receipt of your letter of the 5th instant,
transmitting, by direction of the Earl of Rosebery
a despatch, with inclosures, from Her Majesty's
Minister at Peking, respecting the overcrowding
of vessels engaged in the Chinese passenger traffic
between Chefoo and Chinese and Russian Manchuria,
and requesting to be furnished with the observations
of this Department on the subject.
In reply, the Board desire me to state, for
His Lordship's information, that they agree that
it is desirable that effective measures should be
taken to prevent such overcrowding so far as British
vessels are concerned, and that the question should
be referred to the Law Officers of the Crown to con-
sider what form such measures should take. The
