In May last Mr C! F. R. Allen, Her Majes-
ty's Consul at Chefoo, drew my attention incidentally
to certain abuses connected with the Chinese pas-
senger traffic from that port. The province of
Shantung, of which Chefoo is the Treaty Port, is a
poor district, and it appears that in consequence
of this poverty a large exodus of the peasantry
to Chinese and Russian Manchuria takes place every

Chefoo neighbourhood added largely to the number of
coolie emigrants this spring, with the result that
the steamers of all nationalities trading to Port
Arthur (a Chinese Naval station on the opposite
coast of the Yellow Sea), Newchwang and Wladiwostock
