My Lord:-

With reference to a paragraph which I

believe has appeared in several Continental news-

papers to the effect that the Inspector General of

Customs was about to establish with the consent of

the Chinese Government, a postal system for China

I have the honour to report as follows:-

Sir Robert Hart has, he informs me,

Ob-

tained in principle the sanction or the Chinese

Government to the establishment of Local Chinese

Post Offices at the various Treaty ports which will

be managed and administered by the Customs Autho-

rities, and at the same time the Central Government

has expressed its readiness to consider the advant-

ages of China joining the postal Union. The scheme

is not intended however to depass at present the

limits of the Treaty Ports nor does the Inspector

General seem to think that any addition to his staff
