With reference to a letter recently addressed
to your Department by the War Office respecting the Military Buildings which must be erected in Hong Kong at
the joint expense of this country and the Colony, the Lords Commissioners of Her Majesty's Treasury direct me to enclose, for the information of the Marquis of Ripon,
