Sir,

I am directed by the Secretary of State for India in

Council to acknowledge the receipt of your letter of 6th

November 1894 and to acquaint you in reply that it is not

necessary that the Colonial Governments should take any

steps for preventing the illicit export to India of arms

beyond warning the Commanding Officers that they have no

power to grant passes for arms to their men when proceeding

to India.
