I have the honour to transmit to you, for the information of the Secretary of State, a copy of the Agreement into which we have entered on behalf of the Government of Hong Kong with Mr. William Bigwood on his appointment as Overseer in the Public Works Dept. in that Colony.
A passage has been provided for Mr. Bigwood in the steamship "Glenogle" to leave London on the 17th instant.
