Downing Street, 29 January 1894.
As you are aware, A.G.Dymond, one of the Police Constables recently engaged for the Hong Kong Police Force, did not proceed to Hong Kong with the other Constables, who left London in the Steam Ship "Bothwell Castle" on the 10th instant. He was detained under instructions from this Department, in consequence of information that a summons for an affiliation order had been obtained against him by a young woman, who alleged that he had seduced her, and that she was enceinte by him.
The evidence of the parties was taken by the Magistrate of the North London Police Court on the 25th instant, and the case was then adjourned until a date subsequent to the time at which the birth of the child is expected to take place.
May next, and as Dymond cannot be detained in England until that time, he will be allowed to proceed to the Colony, leaving the matter to be settled in his absence.
It is presumed that you will see that the necessary steps have been taken for serving the summons upon him before he leaves England, if it has not already been done.
If eventually an Order is made against Dymond, it will be as long as the remains in your hands.
You will call on Mr. Johnson, the gentleman in question, and put him in explanations on the ferment with the summons. If he succeeded in evading service of summons [if the case cannot be heard till he again returns to England], send for him and hand it to him.
