Proposal to provide swing bridge if Naval authorities object to cross public road on the level.
Propose roadway so as to admit of construction of wharf on iron or timber piles outside roadway in Harbour.
Also subways with limited headroom could be constructed under roadway to give access to wharf.
If crossing on the level is objected to, alternative proposal is to construct subway.
