Population recorded in connection with the occupation of the town to supply the needs of the town and on Vans land. This is impossible with the present state of the town.

This question was discussed at a meeting with the Administrator, when it was gathered that the establishment of a Swing Bridge and the erection of a Pier alongside a subway under the new road would really meet the requirements of the Navy in all respects except one - That is, the provision of facilities for landing along the shore in a position beyond the Navy Yard.

I have asked Mr. Branstcn to request her Cooper to comment on the annexed letter 608, which shows how Mr. Cooper thinks the wishes of the Admiralty might be met. I think that Mr. Cooper's proposals should be made known to the Admiralty with the expression of a hope that they may be accepted, in conjunction with the subway for the Pier and the Swing Bridge, as a reasonable settlement of this question.

If we get their acceptance and this offer, we should address the Gov. of Hong Kong.
