By Ordinance 22 of 1889 did not give sufficient power to deal with the fraudulent use of counterfeit stamps and of postage stamps already used.

The present amending Ordinance will, it appears to me, suffice to give the Governor in Council and the Post Office Authorities adequate powers to carry out the suggestions of the Governor.
