that it is for the benefit of the Government Service
that these officers should
be enabled to take
their long leave once in five

that they
may improve their knowledge by personal
inspection
of
inventions that are
not to be
obtained from books
or periodicals.

for 1893
will show how heavy
the duties
of
the Officers I have mentioned are.
Speaking for myself
I have been in
Government Service twenty-eight years or more
and of
twenty-one of which I have been in this Colony
the leave I have obtained has been
seven months. I am not in a position to ask
favours of subordinates or outsiders or
to pay
out of my own pocket. Many
the Medical Officers are in
their own
position
of being able to pay for
services out
of their own pocket.
That the proposals I have
made would not entail a
heavy expense
to the Government and in view of present
