I have the honour respectfully to lay before your Lordship the undermentioned facts, setting forth the advantages and disadvantages under which the Medical Staff in this Colony labour, with a view that, after due consideration of all the facts hereunder set forth, your Lordship may be pleased to grant the relief in the premises.
