Reimbursements have been transferred to the Expenditure side as Appropriations in aid, and Lord Ripon understands that this change in the form of Estimates was suggested by the Local Auditor after correspondence with your Dept.

The system of "appropriations in aid" which has in recent years been adopted under certain heads of the Imperial Estimates, has not hitherto been introduced into the Estimates of those Colonies, which are reviewed by this Dept. It has been the aim of the Colonial Office to reduce the Estimates of Crown Colonies to a more uniform form, which was carefully drawn up a few years ago, while Lord Ripon admits that there are some advantages in the system of "Appropriations in aid", his Lordship as at present advised sees no sufficient reason for advising its adoption generally.
