The financial
position of the Colony
appears
to be
on the whole satisfactory,
before the proceeds of

provide a larger margin of revenue beyond ordinary expenditure,

such new Public
Works and Buildings
as
may from
time to time be required.
I do not think it would
be expedient to increase
the Public debt of this
Colony, except for some
definite
Public Work, such as is
not at present contemplated.
3. I should not be prepared to approve the raising of a Loan to meet the cost of the resumption of Taipingshan, as it appears probable that it can be met partly out of current balances & partly by
reletting
