I have examined the
accompanying Ordinance entitled "An Ordinance to apply a sum not exceeding Two Millions, Three hundred and Eighty-six thousand Two hundred and one Dollars to the Public Service of the year 1895", and I am of opinion that the
Ordinance is one which is not contrary to the Governor's instructions.
