16. In conclusion I have the honour to recommend that Her Majesty may be advised not to disallow the Ordinance entitled
"An Ordinance enacted by the Governor of Hongkong with the advice and consent of the Legislative Council thereof, to apply a sum not exceeding Two Millions Three hundred and Eighty-six thousand, Two hundred and one Dollars to the Public Service of the year 1895"
