15. As Your Lordship is aware from my despatches No. 255 of the 21st November, and No. 961 of the 5th December, a majority of the service has refused to accept the terms offered, but I
trust that
you
will see
your way
to granting the Memorial forwarded in the former despatch which will place you in possession of the facts regarding the financial position of the Colony. In the event of the Memorial being favourably entertained, the sum of $80,000 will be required for the expenditure of the year on account of exchange compensation; otherwise only part of it, about $25,000, will be expended.
