I trust that when your reply has been received it may be possible to curtail expenditure still further in the manner I suggest.

7. As regards the Departmental expenditure Your Lordship will perceive that there has been no increase except in the case of stipulated increments to salaries and that in departments the estimated expenditure for 1895 is actually less
