2. With regard to the general financial condition of the Colony I beg to refer you to my speech to the Council of the 28th November, a copy of which is enclosed. And in my despatch No. 255 of the 21st November dealing with the question of Exchange compensation, I stated my reasons for believing that the Colony was not only in a sound financial condition but is able to bear the additional burden that would be involved by granting such compensation.
3. The total estimated revenue amounts to $2,079,526, as compared with a total estimated expenditure of $2,386,201. Of this expenditure a sum of $310,000 is chargeable against the Loan so that there is a surplus of estimated revenue...
