It is decided above to concede Exchange compensation, but Mr Lucas in his minute only proposed to date from 1st Jan. last; but we have already given it from 1st Jan. 1894 & wish to treat all officers who were willing to accept it with the condition of a rate of exchange for future leave pay alike, & allow all to draw it from 1st Jan. 1894, as in Ceylon & Straits?
