Tytam is $60,000 and this charge should be borne by the Loan of 1893 which is fully capable of bearing it.
If a loan is required for the works in Taipingshan it is hoped that the interest can be met from the surplus revenue of 1895 and future years.
I trust that with these explanations Your Lordship will concur in my opinion as well as in that of the Unofficial Members and the members of the Retrenchment Committee that the Colony can bear the additional burden which is sought to be laid upon it and that you will consequently sanction the payment of an Exchange Compensation allowance in accordance with your despatch of the 25th September last.
