General Post Office, Hong Kong 18th August, 1894.

I have the honour to report for the information of His Excellency the Governor that a plaint has been made to this office by the Imperial and Oriental S. N. Co. to the effect that the S. S. Verona - bound for Nagasaki, Kobe and Yokohama - was detained in this harbour half an hour beyond her advertised hour of sailing because the Japan Mails were not delivered on board in time.

Inquiries were at once instituted with the result that I found that Mr. J. Barradas and Mr. C. Barradas were responsible for the despatch of the Mail in question. These two officers were well aware
