Honourable Sir,

from the Consul at Honolulu together with copy of a report by the Attorney General the question of the legality of imprisoning the men referred to in

Hongkong.

I shall be obliged if Your Lordship would be so good as to cause definite instructions to be obtained from the Board of Trade with regard to matters of this kind.

I may add that I have instructed the Superintendent of the Gaol to receive the prisoners in the meantime and suggest that the Board of Trade should be called on to refund the cost of their maintenance.
