Colomine Secretory I regret that owing to pressure of work on the eve of my departure for England, I am not able to deal at any great length with the interesting and important question which have been raised by the Chief Justice, and which has been so ably discussed by the Attorney General. I comprehend without hesitation and say that I am in accord with him that the jurisdiction of the Magistrates should remain as at present.
The Chinese complain of the technicalities of our law and frequently complain of its delays. They regard the
