brought my notice by the (my disputes last year and was fully and carefully considered by me in Executive Council, the members of which in advising that the ordinance should not be candid in the direction suggested, and I accordingly decided to take steps in spite of the decision. I enclose reports which were made.

Copies Encl: 2 by the Registrar General 7th June 1893. And Encl. 3. 13th June 1893. the Captain Superintendent of Police when this matter was under the consideration of the Executive Council last year. Both these Officers, who have special opportunities of becoming acquainted with the large native population of this Colony, strongly opposed any alteration in the law in the direction suggested by the Chief Justice.

In view of the opinions of the Executive Council and of the reasons set forth in the reports which accompanied it, I would strongly deprecate the proposed change in the law.
