written to the Governor (See Annexe Lord. Ripon's minute on the minute paper No. 9 313) stating that Mr. May has been noted for a CMG, that silver inkstands have been ordered for Messrs. Ayres Francis & Groothes, that Gen! Barker has been commended to The War Office on recognition of his services and that practical "Mr." Lockhart's goods will be borne in mind.
3. The Order the inkstands through the Crown Agents, unless the Treasury are asked to present them. The Imperial Government ought to give them. They are niggardly & mean enough as a rule to the Crown colonies to justify their relaxing a little at a time, but I suppose it will be better to avoid correspondence. I charge Hong Kong funds.
4. As to Mr. Lockhart. Sir G. O'Brien. He is moved or retired, I think he will have earned the Colonial Secretaryship. Not much, but there is a difficult question to be settled regarding whether the duties of Colonial Secretary and Registrar General can be combined. That will be brought up separately. I only mention the point here in connexion with rewarding for work in consequence of the plague; and if he is appointed it will not be proper to assign this as one of the reasons for the appointment in order to emphasise that it should be the exception rather than the rule to appoint the Colonial Secretary from the ranks of the colony.
