It is within the knowledge of this Chamber that a new Treaty has been ratified between Great Britain and Japan, the provisions of the new Tariff appended thereto are prejudicial to the Colony, especially the Refined Sugar trade of this Colony.
It appears to us strange that the Government could have had no knowledge of the vast and increasing interests involved when consenting to the provisions referred to below.
Up to the year 1883 the export of Refined Sugar to Japan from this Colony was of limited and very small mature, but the growth of the trade has been so rapid that the Secretary...
