We have the honour to address Your Excellency on behalf of and in the name of the Committee which was appointed at a Public meeting held under Your Excellency's presidency for the purpose of giving due recognition to the services which have been rendered to this Community during the late Epidemic.

The Committee, which was appointed to give effect to the wishes of the public respecting the services rendered to the Community, was large and influential, representing all sections of the Community. This Committee has carefully and fully inquired into the whole matter on this behalf and, in pursuance of certain decisions arrived at, we now address Your Excellency in special connection with the services rendered by Major-General Barker C.B., Commanding the Troops in Hongkong, Mr. H. May, Captain Superintendent of Police, Dr. D. Auges, Colonial Surgeon and member of the Sanitary Board, Mr. J. J. Francis Q.C., Chairman, and H. E. Dr. William Robinson K.C.M.G.
