That, in accordance with the instructions contained in my despatch No. 156 of the 27th of September 1893, rates of exchange for pension and leave salary paid in England will stand at 3/ to the dollar for all officers appointed after the 31st of December last.
Since that despatch was written, various considerations have arisen which have caused me to alter my views.
