I beg to bring to Your Lordship's information the enclosed Memorial signed by certain officers on the subject of Exchange compensation, together with copies of correspondence on the subject with Mr. Ackroyd on the rate of exchange for leave pay.

My attention has also been called to two points which I submit for Your Lordship's decision viz that salary drawn in England during absence on leave earned in respect of service previous to 1st January 1894, should be paid at the rate of 4/- or 4/2 as the case may be at 14/- and that Your Lordship decides if it should not be so drawn, officers who have been granted leave of absence during the present year should refund the difference of their salary drawn at the rate of 3/- as compared with the rates "24/- or 24/3 should they wish to accept Your Lordship's proposal.
