Under these circumstances I would submit to Your Excellency that Captain Rumsey be informed that at one of the meetings of a committee appointed last year to enquire into the working of the Emigration Laws sur. Thomson who was a member of the Committee have said that it was currently reported that there were grave abuses connected with the passing of Emigrants at the Harbour Master's office. That if such reports existed it was Mr. Thomson's duty to inform the members of the Committee. That the occasion on which these words were used was at the time privileged confidential and that when Mr. Ackroyd used them he also believed the proceedings were not to be published.
That these words cannot be any reflection on Captain Rumsey personally because his own evidence shows that he does not take any effective part in the examination as he attends only for a short time.
And that under all the circumstances of the case His Excellency does not see any use there can be in further investigating the matter.
I think something to this effect ought to satisfy Captain Rumsey.
