out by me to the notice of the Secretary of State, and for the expression of his own opinion as contained in the last paragraph of your letter.
I desire, however, respectfully to point out that the passage in my opinion, I object to as having the appearance of reflecting on the honesty of certain of the officers of the Department of which I am the head, has been printed and distributed to Members of Council and others, including, I believe, the Public Press. Thus a certain amount of publicity has been given thereto, and I should be wanting in self-respect and would not deserve the respect of the officers of my Department if I did not endeavour to remove the impression which might be conveyed by the passage referred to.
I have the honour, therefore, to request His Excellency that the same publicity may be given to the correspondence which has ensued on the subject, from your letter No. 441 of Jrid October, to this present, as has been given to the Report of the Retrenchment Commission.
I have the honour to be, Your most obedient servant
R. Murray Rumsey,
Harbour Master, &c.
