With reference to Your Lordship's telegram of the 18th instant regretting your inability in the absence of fuller information to make to the Civil Service of this Colony a more favourable offer than that contained in your despatch No. 158 of the 25th September, 1893, I have the honour to transmit for Your Lordship's further consideration the enclosed memorial signed by the Civil servants of Hongkong, domiciled in gold-using countries, praying that for the reasons therein advanced you may be pleased to reconsider the decision conveyed in the telegrams referred to above, and to extend to the Service of this Colony the privileges granted to that of the Straits Settlements.
