5. May I be permitted, further, to call your Lordship's attention to the fact that, since 1879, when our arrangement proposed by the Honourable the Harbour Master in my case, method of arranging for the performance of the duties of an absent officer and of disposing of his half pay has been followed more than once. The question arose in 1888-9 in this department during the illness of the Harbour Master, Captain Thomsett, when the Assistant Harbour Master assuming the duties of Harbour Master the work of the Assistant and his available half salary were distributed among the other officers of the Department, the Assistant Harbour Master being appointed to act in the higher capacity and was refunded.
The matter was referred to the Secretary of State, and sanctioned by him, as appears from the Colonial Secretary's letter No. 224 of the 3rd March 1889.
In two cases in 1885, and in two cases in 1886, when I was on leave for a year, similar arrangements were made.
