the Memorial was not submitted to me until just before the expiry of Mr. Jones' full pay leave, and after he had left the Colony, and the argument advanced in paragraph

graph 4 appears to me to be manifestly wrong,
since its
acceptance would ensure that when an officer performs only a portion of the duties of
other officer,
he would be entitled to draw more pay than
if he were appointed to perform the whole.
Of the precedents quoted in paragraph 5 all except the last are inapplicable since they occurred previous to the addition to Rule 108 of the Colonial
