I have the honour to report that Mr. Dougherty was
appointed an Overseer in this Department commencing his
duties on the 6th December, 1891. Under the terms of his
appointment, "Mr. Dougherty entered into a one year's agreement,
which expired on the 6th of December 1892.
I have to report that Mr. Dougherty has filled his
appointment in a most satisfactory manner, and recommend
for the approval of His Excellency the Governor, that he
be appointed on the permanent staff from the 6th December,
1892, and that his previous service count for leave and
pension purposes.
