Hong Kong, 3rd August 1894.

Sir,

I have the honour to inform you that at a meeting

of the Sanitary Board held on Thursday the 2nd instant,

it was unanimously agreed as follows.

"That in the opinion of this Board it is necessary

in view of the insanitary condition of the City of Victoria

to invest the Board with powers to make a general inspection

of all house drains throughout the City, with a view to

ascertaining their condition."
