The draft Ordinance is with 17302. It is an ill-drawn Ordinance and will have to be accepted. If he hadn't sent in the draft & asked leave to assent - all would have been correct, but he has added a Justifying clause 20.3.1. As it is a little trying to say H. M. will not disallow an Act which is not actually unconstitutional Mr. Wingfield & I think we may telegraph "Informal assent"
