4. I am unable to admit the correctness of the statement in par. 19 of the Report of the Retrenchment Committee, enclosed in your despatch under ack., that a great deal of extra work is thrown on the Treasury by the present system of auditing the "accounts", for I stated in par.3 of my despatch of 21 April 1893, that the Treasurer under any proper audit system would be held responsible for the accuracy of his vouchers, books & returns, to the same extent as he is under the present system.
