The enclosed is from the Hongkong Retrenchment Committee and the Governor's covering despatch. It will simplify the consideration of the Committee's utter suggestions if it is first decided whether or not the local Audit System will be maintained.
If it is not to be maintained, the Governor says, the local Audit in Hongkong is not popular, but presumably it will not be thought advisable to abolish it for certain reasons.
The vote for this purpose is $10,000, which is denied that there would be any saving.
