I do not propose to make this concession, unless you yourself and the Colonial Surgeon are clear that it can be made without detriment to the public service; and I may add that if it is accepted the question will have to be considered whether their pension rights should be modified. On the whole, I am inclined to deprecate any change at present, as possibly hindering future re-organization.
